Residents' Patrol for Community Security

The Neighborhood Resilience Team in Kfar Shalem invites you to participate in a meaningful community activity in the Kfar Shalem neighborhood and join the "Parent Patrol" training meeting.
The Night Owl Community Safety Patrol operates in Tel Aviv-Yafo as part of the municipal program to prevent violence and strengthen neighborhood security, in collaboration with the National Authority for Community Safety. To participate in the patrol activity (explained below), you must register for a dedicated preparation and guidance meeting for the activity.
About the patrol: Since the COVID-19 pandemic, we have seen significant changes in the behavior of children and teenagers: increased risk behaviors, reduced age of exposure to addictive substances, and increased screen exposure along with erosion of parental authority. We can change this - together.
The Community Safety Patrol is more than just a parent patrol. It is a community of adults - parents, young adults, students, professionals, and seniors - who choose to be present on the street and signal to the youth: an adult sees you, hears you, and cares about you.
The patrol is not the police and not municipal enforcement. It is a positive and respectful presence in the public space, aiming to create a safe and accessible environment for everyone.
Goals of the patrol:
- Increasing the presence of a "significant adult" in parks and commercial centers
- Creating a calm dialogue that sets boundaries when needed
- Early identification of deteriorating situations and reporting to relevant authorities
- Strengthening the sense of security and community in the neighborhood
- Creating a community of parents
How does the patrol operate?
The patrols go out in groups of 3-4 volunteers (gender diversity is mandatory), after an early briefing and with direct contact with an on-duty officer and the Community Patrol. The patrols take place in parks and recreational areas in the neighborhood on Thursdays, Fridays, and peak times such as Purim, Lag BaOmer, and holidays. Each patrol is conducted according to the community and neighborhood needs during evening and night hours.
What is required from the volunteers?
- A desire to be part of a community that makes a difference
- Participation in two basic training sessions
- Participation in enrichment meetings throughout the year
- Volunteering at least once a month, on Thursdays or Fridays, for a night patrol of about 3 hours
