The upcoming local elections are approaching, and the long-standing mayor, Moshe Schwartzman, is worried: he has no opponent to run against him. Without an opponent, there can't be an impressive campaign, and without a campaign, the donors' wallets don't open. Additionally, he's already hearing mockery that he's a dictator, while he insists that democracy is a supreme value to him. So what to do? To create the impression of a competitive and fair election, a fictitious candidate must be invented, someone "whose family will just vote for him, and even they will hesitate first." And when Ilana, the cleaner, enters the office and starts cleaning every corner, it's immediately clear to everyone: they've found the ideal candidate. Her name is Ilana—and she's not here just to clean faces, she's here to stay!
